By pooling together purchasing requirements for certain regularly utilized commodities, public procurement agencies can maximize savings by participating in yearly quantity based bidding.

CPS facilitates and manages a bid process for annual requirements based bidding. Bids are awarded by the Lancaster-Lebanon Intermediate Unit 13 Board of School Directors, and can be utilized by public procurement agencies.

The bid solicitation of requirements are distributed to participants during the fall and winter months and awarded in the spring for use beginning on July 1 of each year.

By participating in this program, organizations can take advantage of:

Savings in overhead costs of preparing specifications and advertising for supply bids.
Obtaining lower unit costs by consolidated volume ordering.
Industry leading technologies which streamline the bidding and purchasing processes.

Line Item bids are conducted electronically, utilizing esm solutions easy Bid software via secure internet servers and portals. Bid information and documentation can be accessed on-line ensuring participants have direct access to all information. All new participants in the program will have access and training in submitting annual requirements.
